Tap on the Windows icon.
In the search bar, type Control Panel.
Double-click on the Control Panel tab from the list of options.
In the following window, press the User Accounts option.
Next, you need to click on User Accounts (Classic View).
Select “Change User Account Control Settings.”
Hit the Continue button.
Now, you must move the slider to the Never Notify side to turn off UAC.
Press OK.

Locate the following location on your system: C:\Program Files\Intuit\QuickBooks 20QQ\Components\Payroll\CPS
QQ is the reference to your yearly edition like 2018,2017,2016
Now, Rename CPS folder to CPSOLD and check if the problem has now been solved.
Again, try to update the Payroll Tax Table and check if the issue persists.
